A simple standardized way of generating a unique identifier for each and every paper that would be transportable between different phases of the publication process from submission to acceptance and publication, or rejection and resubmission elsewhere, would be a much better way of registering papers. The identifier would be created at the point when the final draft is ready to be mailed to the first editorial office in the chain, perhaps based on timestamp, lead author initials, and standard institution abbreviation.

Lodel is a high quality web publishing system. It is user friendly and easily configurable for specific needs. Lodel is installed on a web server like many CMS, and used remotely with a web browser. It enables to collaborative and remote work  (office, home, with distant teams).Documents to be published may be prepared locally with a word-processor (MS Word, OpenOffice.org.) or directly edited online. Lodel uses the paragraph styles (for instance: title, author, abstract) to automatically generate synopsis, table of authors, etc. The list of the styles understood by Lodel can be extended and configured.Lodel is particularly respectful of scientific edition conventions, such as footnotes, the structure of the text, the different character sets corresponding to non-latin languages, diacritical signs, small capitals, hard spaces.According to appropriation principles, the software enables the editorial staff to upload the journal by himself, without having to be a computer specialist.Lodel is compliant with the web standards (Dublin Core, RSS, OAI) and generates XML documents. It's a free software under GPL licence, developed by the Cléo's team. It can be freely downloaded here.

Abstract  In this study we show that it is possible to identify top-cited publications other than Web of Science (WoS) publications, particularly non-journal publications, within fields in the social and behavioral sciences. We analyzed references in publications that were themselves highly cited, with at least one European address. Books represent between 62 (psychology) and 81% (political science) of the non-WoS references, journal articles 15–24%. Books (economics, political science) and manuals (psychology) account for the most highly cited publications. Between 50 (psychology, political science) and 71% (economics) of the top-ranked most cited publications originated from the US versus between 18 (economics) and 38% (psychology) from Europe. Finally, it is discussed how the methods and procedures of the study can be optimized.

Abstract  In this study an attempt is made to establish new bibliometric indicators for the assessment of research in the Humanities. Résumé

Dans un contexte international d'évaluation de la recherche, la France semble s'engager, non sans critiques, dans un processus d'évaluation quantitative qui viendrait compléter, sinon remplacer, l'évaluation traditionnelle par les pairs.

Mais les études infométriques basées sur l'exploitation des grandes bases de données scientifiques internationales sont perturbées par la complexité de l'organisation de la recherche française. Par ailleurs ces bases de données sont inadaptées à l'étude de structures telles que les établissements et les unités de recherche locales.

Après une description de l'existant et une étude des besoins, cette thèse expose la conception et l'élaboration d'un Système d'Information, outil d'aide au pilotage de la recherche. S'appuyant sur l’utilisation d’un CMS (Système de gestion du contenu) de type extranet collaboratif, ce système d'information, appelé Infocentre Recherche, est totalement paramétrable "en temps réel". Sa souplesse lui permet de s'adapter dynamiquement aux spécificités de l'établissement ou de l'unité de recherche considéré. Ainsi cet Infocentre Recherche est un instrument capable de dresser en continu un "état des lieux" ou un "tableau de bord" pour ces structures. Plusieurs exemples en sont donnés. L'accent est mis sur le fait que les structures de recherche locales, comme d'ailleurs les structures nationales, ont moins besoin d'évaluation que de valorisation de la recherche.

Abstract

In the international context of research assessment, France appears to move, not without critics, towards a quantitative evaluation policy which would, eventually, complement or replace the traditional peer review system.

However, infometrics studies, based on the running of large international scientific databases, are confused by the complex organization of the French research system. Furthermore, these databases prove to be inadequate to study the local research institutions and units.

After a description of the present situation and a needs study, this thesis presents the design and the development of an information system conceived as a tool for monitoring the research carried out by an institution or a research unit.

Based on the use of a CMS (Content Management System) dedicated to collaborative extranet, this information system, called Infocentre Recherche, is fully customizable in "real-time". Its flexibility enables it to dynamically adjust to the specificities of an institution or a research unit.

Several examples are given to demonstrate how this tool is able to continuously develop a "state of the art" or a "dashboard" for these structures.

The emphasis is put on the fact that local research structures, as well as national structures, need less research evaluation than valorization of their research.
